In a gesture of appreciation and recognition, the National Organization for Governance and Local Development (NOGLD) honored SALAR International for its vital role in funding and organizing the Inclusive Local Governance (INLOG) Program — a distinguished regional platform that enhanced the capacities of local government practitioners and municipal representatives. The program brought together a select group of participants from Libya, Morocco, Jordan, Syria, and Algeria, fostering rich exchanges of experience and promoting inclusive local governance practices. The program concluded with a regional workshop held at the Dead Sea in the Hashemite Kingdom of Jordan on May 1, 2025. The certificate of appreciation was presented to Mr. Ryan Knox, President of SALAR International, by Mr. Abdulati Ghazir, Chairman of NOGLD. We extend our sincere gratitude to SALAR for its strategic partnership and are proud of the impactful achievements made through our collaboration.

The National Organisation for Governance and Local Development Support, represented by its President, participated in a meeting organised by the United Nations Support Mission in Libya (UNSMIL) on Thursday, 27 February 2025, with the participation of 27 representatives of civil society organisations from different parts of the country, to discuss supporting the implementation of the 2020 ceasefire agreement. During the meeting, the organisation reiterated its vision to promote sustainable peace through the empowerment of civil society, stressing the importance of its support to the Joint Military Committee (5+5) as a key pillar to ensure the continued implementation of the agreement. Participants made practical recommendations, including awareness-raising campaigns, expanding community dialogue and capacity building, as well as strengthening coordination between local and international actors, in order to enhance the chances of peace and stability in Libya.

Dr. Ali Al-Senussi, Head of the Prime Minister’s Office for the Southern Region, honored the National Organization for Governance and Local Development during a special ceremony held in Sabha, in recognition of its outstanding role in promoting decentralization and supporting local governance units. The event was attended by members of the Local Governance Committee of the House of Representatives, along with directors of departments from the Office. A commemorative shield was presented to the organization's president, Mr. Abdelati Al-Ghazir, in appreciation of the organization's efforts in empowering local communities.

Salah Al-Din Al-Arabi
Founding member of the organisation
A Libyan engineer and expert in project and quality management with over 20 years of experience across the public and private sectors, including extensive field training. He has held leadership roles such as Member of the Al-Ghuraifa Municipal Council and Head of the Engineering Professions Syndicate in Ubari. He has worked with international organizations like DRI, leading initiatives in infrastructure, housing, and public services. He holds a Master's degree in Quality Management from Al-Isturlab International University in Istanbul.
Hatem Amir
Founding member and training advisor of the organisation
A Libyan expert in local governance, strategic planning and training, with more than 20 years of experience in municipal development, implementation of international programmes, and capacity building of local cadres. He currently leads the Association of Libyan Municipal Councils and has participated as a trainer and consultant with organisations such as GIZ, UCLG and DRI. He holds a PhD in Engineering from Saga University in Japan.
Tala Kheris
CEO
Governance and development expert with over 20 years of experience in international program management, policy development, and gender equality. Led major EU- and Canada-funded projects to enhance women’s leadership in Jordan. Holds an M.Sc. in Agricultural and Environmental Sciences from McGill University.

Nada Elfeituri
Founding member of the organisation
An urban architect and researcher with ten years of experience in Canada, the UK, Myanmar, and Libya. She has led projects in local planning, participatory design, and post-conflict reconstruction. Her strengths include graphic design, communications, capacity building, and proven project management.
