Reforming the Legal Framework for Decentralization

As part of the ongoing partnership between the National Organization for Governance and Local Development Support and the Local Governance Committee of the Libyan House of Representatives, an extensive workshop titled "Reforming the Legal Framework for Decentralization in Libya" was held at the Four Points by Sheraton Hotel in Tripoli. This event is under the umbrella of the SHARP project and was attended by the head of the Public Services Committee of the High State Council and the Deputy Chairman of the High National Elections Commission.
The workshop brought together a select group of local governance experts, including former ministers and deputy ministers of local governance, academics, legal professionals, and researchers in the field of local administration from various regions of Libya, including the east, west, and south.
The discussions focused on several key areas:
1. Administrative Organization: The participants discussed ways to improve the structure of local administration to enhance efficiency and effectiveness.
2. Electoral System: The electoral system for local administrative units was addressed, including the necessary conditions and criteria.
3. Financial Resources: The debate included the topic of self-generated financial resources and government funding for provinces and municipalities, emphasizing the importance of financial sustainability.
Participants listened to diverse opinions and provided constructive feedback on these issues. The workshop concluded with several recommendations that the Local Governance Committee pledged to consider in the ongoing development of the local governance legislation.
These efforts aim to strengthen decentralization and ensure a fair distribution of authority, facilitating easier access to services for citizens and enhancing the efficiency of local administration in Libya.
