Within the framework of its efforts to support local peace, the National Organization for Governance & Local Development Support (NOGLD), in collaboration with the International Humanitarian Law Center (IHLC), organized a consultative workshop in Tripoli. The workshop focused on enhancing the role of women and youth as key actors in sustaining the ceasefire and building trust within local communities. The workshop witnessed active participation from students, researchers, and law professors, as well as a distinguished presence from members of the Tripoli Red Crescent. This was alongside the participation of the Ceasefire Monitoring Component (CMC) of the United Nations Support Mission in Libya (UNSMIL), in a step that reflects the importance of integration between local and international efforts to support peace tracks. The event featured in-depth discussions across three working groups that addressed the reality of community participation, the need for effective conflict prevention mechanisms, and ways to enhance communication between local communities and peace actors at both the national and international levels. The discussions concluded with a set of important recommendations, most notably: Supporting and empowering women and youth through specialized training and capacity-building programs to participate in peace processes. Developing community-based early warning mechanisms to monitor tensions and prevent their escalation. Enhancing communication channels between local actors and partners in peacebuilding efforts. Rejecting the discourse of violence and hate speech, and promoting a culture of dialogue and national reconciliation as a fundamental pillar for sustainable stability. We extend our sincere thanks to all participants from various Libyan regions, to the International Humanitarian Law Center for hosting, to the UNSMIL Ceasefire Monitoring Component (CMC) for its valuable participation, and to everyone who contributed to the success of this workshop.

Salah Al-Din Al-Arabi
Founding member of the organisation
A Libyan engineer and expert in project and quality management with over 20 years of experience across the public and private sectors, including extensive field training. He has held leadership roles such as Member of the Al-Ghuraifa Municipal Council and Head of the Engineering Professions Syndicate in Ubari. He has worked with international organizations like DRI, leading initiatives in infrastructure, housing, and public services. He holds a Master's degree in Quality Management from Al-Isturlab International University in Istanbul.
Hatem Amir
Executive Director
A Libyan expert in local governance, strategic planning and training, with more than 20 years of experience in municipal development, implementation of international programmes, and capacity building of local cadres. He currently leads the Association of Libyan Municipal Councils and has participated as a trainer and consultant with organisations such as GIZ, UCLG and DRI. He holds a PhD in Engineering from Saga University in Japan.
Tala Kheris
Project Development Consultant
Governance and development expert with over 20 years of experience in international program management, policy development, and gender equality. Led major EU- and Canada-funded projects to enhance women’s leadership in Jordan. Holds an M.Sc. in Agricultural and Environmental Sciences from McGill University.

An urban architect and researcher with ten years of experience in Canada, the UK, Myanmar, and Libya. She has led projects in local planning, participatory design, and post-conflict reconstruction. Her strengths include graphic design, communications, capacity building, and proven project management.
