Workshop in Tripoli discusses reforming the Local Administration Law to promote decentralisation in Libya

Tripoli, August 5, 2023 - The National Organization for Governance and Local Development Support hosted a workshop titled "Reforming the Legal Framework for Decentralization" in Libya. The event took place at the Mahari Hotel in Tripoli and brought together a distinguished group of local administration experts, legal professionals interested in local governance, mayors, and council members from the southern and western regions, along with representatives from civil society organizations, the National Council for Economic Development, and the General Secretariat of the House of Representatives. The first session focused on the challenges posed by Law No. 59 of 2012 on Local Administration, which has hindered the transition to a decentralized system in Libya. Participants emphasized the need for corrective measures to strengthen decentralization and achieve effective local governance. During the second session, participants were divided into four working groups: administrative organization, local finance, transparency and accountability, and community participation, and local planning and development. The aim was to formulate specific recommendations to address shortcomings and bridge gaps in the current law, ensuring that decentralization is achieved in a way that meets the aspirations of Libyan society.
