A dialogue session to develop legislation in support of local governance in Libya

Within the framework of the "SHARP 2" project funded by the European Union, the Eastern Region team of the National Organisation for Governance and Local Development Support (NOLGS) organised, on Saturday, 12 November 2022, a dialogue session entitled "Developing legislation to enhance local governance and the work of municipal councils", in the hall of the Qaryounis Training Centre. The session was attended by legal and administrative experts, as well as professionals from municipal councils and specialists in regulatory agencies. The session reviewed the Libyan Local Administration Law No. 59 of 2012 and its executive regulations, as well as the legal frameworks governing the work of municipalities. Participants discussed current legal challenges and proposed amendments to legislation to enhance the effectiveness of municipal councils in providing services to citizens, and to modernise laws in line with the requirements of reality and the aspirations of the local community. This project is an important step towards strengthening the rule of law and improving local governance in Libya.
