From Ideas to Action… Al-Gharifa Opens the Door to the First Institutional Partnership with the Local Governance Network

As part of the outcomes of the “Enhancing Participatory Democracy in Local Governance Legislation” initiative, Al-Gharifa Municipality hosted on Monday, 13 July 2026, the first official meeting between the Local Governance Network and the Municipal Council. This meeting marks an important step in moving the initiative from dialogue and awareness-raising towards building practical partnerships on the ground. During the meeting, Mr. Abubakr Al-Hadi, Mayor of Al-Gharifa Municipality, welcomed cooperation with the Network and reaffirmed the municipality’s commitment to transparency and institutional work. Both sides also agreed to use official correspondence, maintain regular coordination, and develop a joint action plan for the next phase. This meeting marks the beginning of the work of the Local Governance Network, which brings together civil society organizations, experts, and individuals interested in strengthening local governance. The Network aims to promote transparency, community participation, and support the development of local authority legislation in Libya. We hope that the experience of Al-Gharifa Municipality will serve as a model to be followed and that other municipalities will join this effort to build effective partnerships between local governance institutions and civil society.
