As part of the ongoing partnership between the National Organization for Governance and Local Development and the Local Governance Committee of the Libyan House of Representatives, an expanded workshop titled "Reforming the Legal Framework for Decentralization in Libya" was held at the Four Points Hotel in Tripoli on 9 December 2023, under the SHARP project. The event featured participation from the Chair of the Public Services Committee of the High Council of State and the Deputy Head of the High National Elections Commission, alongside a distinguished group of local governance experts—including former ministers and deputy ministers of local governance, academics, legal experts, and researchers from across Libya. Discussions focused on three main themes: Administrative Structure: Enhancing the local governance framework for greater efficiency. Electoral System: Criteria and mechanisms for electing local administrative units. Financial Resources: Ensuring sustainable funding for provinces and municipalities. The workshop concluded with several actionable recommendations, which the Local Governance Committee committed to considering in its ongoing legislative reform efforts. These initiatives aim to promote decentralization and equitable power distribution, making public services more accessible to citizens and improving the efficiency of local administration across Libya.
